Tornado Hold is Tengu Man's signature weapon, originating from Mega Man 8. It is featured in Mega Man Maker as of version 1.5.0.

When fired, a propeller is sent in a downward arc three tiles out that generates a whirlwind above it for two seconds upon hitting the ground. This whirlwind can hit enemies multiple times, block most non-boss projectiles, and even lift the player up while they are inside it. Up to 11 units of damage can be dealt throughout Tornado Hold's duration if the target was hit by the propeller first, and it can be used sixteen times with a full energy gauge. If the propeller hits a wall or enemy, it will fall straight down. Wind will stop being generated prematurely if the propeller is moved offscreen, and it will remain in place even if the ground below it were to disappear.
